New £4m riverside housing development for Derby set for go-ahead

A new £4 million riverside housing development near Derby city centre is set for approval.

Plans to transform Duke Street where the city’s former Britannia Court flats were situated are set to be finalised after being on hold for several years.

Duke Street is located next to St Mary’s Bridge and offers residents a short walk into the city centre. It is hoped the regeneration project in the area will be complete by September 2025.

Derby City Council’s Labour cabinet is set to agree to the principle of developing new social housing on the vacant land off Duke Street. At a cabinet meeting scheduled for next week they have been recommended to “approve the project budget up to £3,798,302” and delegate authority “to enable the council to enter into all contracts and agreements necessary to deliver the project”.

The council wants to build a development consisting of 12 new homes at the city centre site. The proposed scheme will provide two, three and four-bed homes for residents with off-street car parking and private gardens. There will be four four-bed homes, two three-bed houses and six two-bed properties.

All the plans are subject to planning permission being granted for the scheme. An application submitted by the council itself earlier this year is currently under consideration.

The homes will be owned by the council, managed by Derby Homes and will be made available to rent. Residents immediately neighbouring the site have been informed of the proposals by letter. The homes have been designed to minimise any impact on the privacy and amenity of existing properties.

This is not the first time the council has submitted plans for the area. Planning permission was granted in 2018 for Derby City Council to redevelop part of Duke Street with the creation of a modern four-storey block comprising 26 two-bed apartments.

But the cabinet report being considered on Tuesday, September 12, says that the original plans for the site crashed as “it became clear that residual flood risk and design measures specifically applicable to a flatted development determined that a flatted development would not be deliverable”. It was also reported that the plans were put on hold due to significant price increases.

The Britannia Court flats were demolished in 2013. At the time, it was hoped the new apartment block would bring new life into the area following years of anti-social behaviour problems.

In a planning statement Derby City Council said the new homes will be attractive and the development will be modern. A planning statement says: “The site is considered appropriate for residential development and is served well with footpaths and public transport connections The proposal makes effective use of the vacant land at Duke Street to provide a meaningful contribution to the affordable housing needs provision in Derby.

“The design takes contemporary material choices from its local context and will be seen as an attractive, modern development in the area. The development is a positive addition to the area as well as the wider community and, therefore, will be in accordance with the National Planning Policy Framework requirements and local planning policy in terms of residential development of brownfield sites.”
